Koroit township renewal - Stage 3

Works are now underway on Stage 3 of the Koroit Township Renewal project, following the completion of Stages 1 and 2.

Previous works stages consisted of new footpath, street furniture, drainage and general landscaping works completed on the northern side of Commercial Road between Station Street and Woolsthorpe Road.

Stage 3 works incorporate aesthetic and functional improvements to streetscapes and infrastructure in Commercial Road and High Street, Koroit.

Works in Commercial Road will be completed between High Street (Mickey Bourke's) and Commercial Place (Koroit Theatre).
Works will include:

Installation of new footpath
Construction of new driveways
Installation of new street furniture
Minor drainage works

Works in High Street will cover Commercial Road to Horne Avenue and include:

Drainage network upgrades
Installation of new concrete footpath
Road levelling, resealing and asphalting
Replacement of any existing street furniture
Replacement of current street trees
Provision of two new public bus stops close to the senior citizens and library and the northern end of High Street
Provision of a new school crossing at King Street

The project is being funding through a $2 million grant from the Federal Government’s Growing Regions program and matching funding from Moyne Shire Council.

Moyne Shire Council is seeking community feedback on proposed new bus stop locations along High Street, Koroit. The proposal aims to improve access to public transport services for residents and visitors across the township.
Why are new bus stops being proposed?
Additional bus stops on High Street have been identified through several of Council’s planning and community engagement processes, including:
Community consultation undertaken as part of the Koroit Streetscape Project
Moyne Shire Council's Active Transport Plan (August 2025).
The Koroit Structure Plan 2020, which identified a need to improve bus stop infrastructure and public transport access.
Currently, there are only two bus stops servicing the southern end of High Street, located approximately 1 kilometre from key destinations.
Funding
The installation of the proposed bus stops will be fully funded by the Victorian Government through the Department of Transport and Planning.

Proposed Options
OPTION 1: 4 New Bus Stops (see map)
Proposed locations:
Mickey Bourke's Hotel
Koroit Library
Botanic Gardens
Outside 64 High Street
Benefits
4 stops provide greater coverage across High Street.
Convenient access to the Post Office, Library and Senior Citizens Hall, and the east end of the Commercial Road area.
Located within 240 metres of Victoria Park.
Located within 100 metres of the Bowls and Croquet Clubs.
Improved access to the Caravan Park, Botanic Gardens, Kindergarten and Medical Clinic.
Considerations
Approximately 4 on-street parking spaces would be removed in front of Mickeys Bourke's Hotel.

OPTION 2: 2 New Bus Stops (see map)
Proposed locations:
Victoria Park
Outside 78 High Street
Benefits:
Direct access to Victoria Park.
Approximately 200 metres from the Bowls and Croquet Clubs.
Approximately 300 metres from the Caravan Park, Botanic Gardens, Kindergarten, Medical Clinic, Post Office, Library and Senior Citizens Hall.
No loss of existing on-street parking spaces.
Considerations
Fewer bus stops.
Further distance to walk to most community facilities in High Street and Commercial Road.

Bus Stop Design
Regardless of the option selected, each bus stop will include:
New kerb works
Concrete boarding pads
Tactile ground surface indicators for accessibility
New bus stop signage
(Based on Department of Transport Requirements)

Timing
Subject to approval, construction is planned to occur during August/September 2026.

The survey closes 10am Monday 20 July 2026.

On-street parking will not be available on the western side of High Street, Koroit for approximately 1 week commencing Wednesday 20 May 2026, due to essential drainage and kerb construction works.

These restrictions will be in place between King Street and Sturt Street. During this time, we kindly ask residents and visitors to make alternative parking arrangements.

Following this stage, rolling construction works will continue along the street, including:
- Footpath upgrades
- Driveway reinstatements
- Road renewal works

As these works progress, there will be intermittent impacts to on-street parking and property access. Every effort will be made to maintain access wherever possible, and advance notice will be provided where temporary restrictions are required.

We understand these disruptions may cause inconvenience and sincerely appreciate your patience and cooperation while these important improvements are carried out.

Streetscape works in Koroit have now temporarily stopped in advance of the Koroit Irish Festival.

Works completed to date on Commercial Road include new bluestone paving, street furniture, a drinking fountain and asphalt treatments across the sections from Mickey Bourke's corner to the Chemist, and from the Theatre corner to the Koroit Newsagency.

Works along High Street have progressed well, and will also be paused for the festival.

Council sincerely thanks local residents, business owners and the broader community for your continued cooperation, patience and flexibility throughout the construction period. Your support has been greatly appreciated and has contributed to the successful delivery of these important public realm improvements.

Works will resume from 11 May 2026.

The main part of the Koroit Township Renewal project will be commencing from early February 2026. Following the summer shut down period for Council and trades, Council’s project team have met with current contractors for High Street and Commercial Road works to develop and agree a co-ordinated project plan for this major stage of the project. This meeting discussed the expectations of Council in relation to time, budget, quality, safety, works, and community management.

To help ensure efficient delivery of this major project, Council have appointed a dedicated project team to oversee and manage contractors, works and ongoing communications.

High Street
Footpath and kerb channel works will commence in High Street Monday 9 February 2026 from Horne Street on the Botanic Gardens side (western side).

Footpath, kerb and channel works have been broken into 8 stages on both sides of High Street to ensure impacts on residences, pedestrians, traffic, Victoria Park, Caravan Park, Bowls Club, emergency services, medical clinic, kindergarten and depot operations are minimised wherever possible across the life of the project.
Works planning forecast that footpath, kerb and channel, mains water relocation and reconnection, Telstra pit works and drainage works will take around 7 months to complete with an anticipated completion date for these works by the end of August.

Others works in High Street include road renewal, carparks, 4 new bus stops, new school wombat crossing, tree planting and general landscaping and line marking. An integrated all of project plan will be finalised within the next week or so and be available from Council’s project page on Engage Moyne or through the Project Management Office.

Council certainly understands that there will be some disruptions at times to traffic and pedestrian access to properties and businesses. Vehicle and footpath conditions are subject to change, and all traffic and pedestrians are required to follow traffic controller directions and directional signage. Until road renewal works occur later on in the year, it is planned that there will be ongoing traffic access along High Street.

Works on the new bluestone paving in the area of Mickey Bourke's on the corner of Commercial Road and High Street, Koroit are progressing well. With paving works nearly completed on the main intersection corner, pedestrian crossing points at High Street, Woolsthorpe Road and Commercial Road are expected to be open from this Friday morning. Pedestrians and vehicles are required to following any traffic directions and controls.
Paving works will be completed up to the veterinary clinic for the summer and Christmas season and recommence in late January / early February from the Laundromat to the Eatery and then shift to the Koroit Theatre.

Works will commence either Monday 3 - Tuesday 4 November and are estimated to take approximately two weeks to complete.
During this time, there will be access to property for local residents within the works area, but all traffic is required to follow traffic controller directions and traffic signage while sections of High Street are closed for works.
Morning and afternoon school bus services will not be affected. Traffic detours will include diversions along Mill Street, McVicar Street and Wright Street, and Garden Street, Anzac Avenue and Queen Street

As part of upgrades to road, footpath and parking in High Street, Koroit, contractors will start works to the drainage network from Monday with civil works occurring between Horne Street and Mill Street.
High Street will remain open to traffic, with traffic management controls in place as required.
It is expected the works will take approximately four weeks to complete.

Proposed tree replacement program - community poll
Council is currently seeking community feedback on replacement tree species for the High Street component of Koroit Township Renewal Stage 3.
The current planting of Metrosideros excelsa (New Zealand Christmas Trees) - between Commercial Road and the Mill Street area on both sides of the road will be removed. No other tree species will be removed as part of the works. The New Zealand Christmas Trees are being removed due to the following factors:

Construction requirements for upgrades to the drainage network and road works

The age and condition of these trees with a number showing senescence - ageing of the tree with a decline in function and vitality.

Impacts of the current root system on the drainage network and road condition both current and future.

Height of the trees that will require significant lopping to meet safety requirements associated with overhead powerlines.

Replacement trees will be planted within the same locality of the current trees and formalised garden areas will be retained. Planned tree removal will occur late October.
Council is proposing to plant one of the following species to maintain the current avenue presentation and is seeking resident feedback on a preferred species. Replacement tree work will include the installation of root barrier and irrigation.

Acer palmatum - Japanese Maple

Eucalyptus lansdowneana ssp albopurpurea - Purple Patch

Lagerstroemia indica - Crepe myrtle
