What is the status of the project?

    Following an extensive program of project planning, Moyne Shire Council is pleased to advise that works on the East Beach Redevelopment Stage 1 are scheduled to commence on 16 September 2024.  

    The project has been under development since the adoption of concept designs Council of the East Beach Master Plan and associated concept design plans in 2019. The project secured State Government funding support for Stage 1, and Council have been working on final design plans, technical plans, construction plans, traditional owner engagement and procurement of contractors for works. 

    How will the project be managed?

    Council is now in a position to proceed with the project which will be managed in-house through the Project Management Office in partnership with teams from construction, civil works, buildings and assets, and engineering.

    Council went to public tender for construction of Stage 1.  The market response was significantly above budget and Council could not proceed further with this procurement process. Officers therefore have been undertaking an in-depth assessment of options to progress to project in line with the available budget against a range of criteria including:

    • Design reviews against requirement of the State Government funding and other approvals
    • Engineering implications against a range of revised design options
    • Review of project costings for all works, materials, sub-contractors and suppliers
    • Project management options including in-house co-ordination and management of the works. 

    Officers have diligently reviewed all aspects of the project to meet funding obligations whilst ensuring that the project still delivers the agreed outcomes required under the grant and other approvals. 

    What are the main retentions and changes to the design plan?

    The following provides a summary of the updated scope of works including retentions (what hasn’t changed) and scope changes.  This will still deliver all the key elements of the adopted design and functionality of the site and the requirements of the grant.  

    Retentions

    • Road works including removal of roundabout, installation of new curb & channel (and drainage connections) to the western side of Beach Street, new pedestrian crossing at the Bourne Avenue / Beach Street intersection, and road resurfacing and line marking
    • New solar powered street lighting from Bourne to Hughes Avenue
    • Expanded open grassed area north of amenities block and realigned angle parking with new curb & channel as required
    • Short-term, drop-off parking including longer vehicle parking at the amenities block area
    • Installation of 2 BBQ shelters and BBQs, drinking fountain, bin enclosures and bike racks
    • Installation of new park furniture including benches, stone seating and lounge seats
    • New accessible concrete footpaths 
    • Retention of current Norfolk Island pines and retention of most of the grassed area to the south of the amenities block
    • Retention of most of the new landscaped areas. 

    Changes / revisions to meet obligations and budget

    • Full refurbishment and upgrade to standards of the amenities block including a unisex, fully accessible toilet and shower, unisex family change room, new showers, toilets and internal fit out and refurbishment of the exterior.  Please refer to Amenities Block Renders and Floor Plans. 
    • Removal of raised pavement area adjacent to amenities block (retain road level as is) and replacement with omnigrip surface – a durable, skid resistant coloured surfacing system that ensures visibly safe delineation and traffic calming. 
    • Reduction in range of various concrete path finishes and colours whilst retaining the footpath network and connections
    • Reduction in bluestone crazy paving design treatments
    • Removal of garden bed and screening at entry to amenities block – new timber screening will replace the current lattice 
    • Removal of the garden area on the coast side of the amenities block.

    Any there any particular works considerations?

    • As always, works scheduling are subject to weather conditions and contractor / materials availability.
    • Works over the peak Christmas / summer holidays will be minimised and access to the beach will be maintained at the Surf Club area throughout the project, and at the Bourne Avenue ramp whenever possible.
    • New carparking at the northern end parallel to the new grassed area should be in place prior to Christmas 
    • Works hours will be 8am to 5.30pm and if required 8.30am to 1pm on Saturdays.   No works will occur on Sundays or public holidays. 
    • Management of noise, dust and other disruptions are covered under the Construction and Environment Management Plan

    What impacts will there be on traffic and pedestrians, and property access?

    The primary works will be undertaken from the current amenities block north along Beach Street to the Bourne Street intersection.  To ensure the safety of public and workers, the safe movement of plant and equipment, and protect construction works, the main works site will be fenced off and traffic management put in place as required.

    Traffic management conditions will vary depending on the works underway.  One lane access along Beach Street will be maintained, but it should be noted that traffic direction may alter during the works. All vehicles are required to obey traffic signage and directions. 

    Pedestrian access will also be controlled as part of traffic management works and directional signage.  Pedestrians and cyclists are required to follow directions and signage and must not under any circumstances, enter into the fenced work site either during or outside of works hours.  The works site is a restricted construction site.  

    Usual pedestrian access to the Surf Club and Charlies on East will remain unaltered.  

    Access to the beach at the Port Fairy Surf Club ramps and steps will remain unaltered, and beach access from the Bourne Avenue ramp will be made available as often as possible. 

    Access to residences along Beach Street will be maintained wherever possible and any disruption to property will be notified to owners / visitors prior to any access changes.   Council will keep access disruptions to a minimum. 

    What about car parking during the works?

    A car parking plan has been developed and is available from the project website.  Car parking will be available from the amenities block south to the Surf Club along Beach Street, at the rear of the Surf Club off Hughes Avenue, Hughes Avenue, and along Griffiths Street parallel to the Caravan Park. Parking at the coast end of Griffiths Street will also remain unchanged. 

    Existing parking between the amenities block and Bourne Avenue will be demolished as part of the road works, and new angle parking constructed.  Council intends that these new car parks will be completed and available prior to the summer school holidays. 

    Surf training vehicles and trailers will have access to short-term drop off parking in Beach Street between the amenities block and the Surf Club if there are sufficient parking spaces.  Council will liaise with these operators to determine options for site access and parking whilst works are underway. 

    Council appreciates that parking may not always be ideal during works, but we will endeavour to accommodate specific requirements where possible.
