East Beach upgrades
The East Beach area is a popular destination for local residents and visitors, particularly given its proximity to the nearby Gardens Caravan Park. This project aims to build on existing interest in the Port Fairy area and increase visitation.
The new East Beach precinct will only serve to improve the popularity of Port Fairy and in particular the East Beach area. This will be most apparent in summer months but visitation is expected all year round, especially with whales now being spotted directly off East Beach during the winter months.
From an environmental perspective, the landscaping of the area will consider sustainable products and utilise natural timbers and stone. The amenities will be fit with water saving devices and grasses will be low maintenance and drought resistant.

Share Works update November 2024 on Facebook Share Works update November 2024 on Twitter Share Works update November 2024 on Linkedin Email Works update November 2024 linkWorks have progressed well since commencement.By Christmas 2024, works will include:◾️ Road asphalting and line-marking of new angle car parks.◾️ Stage 1 footpaths will be completed.◾️ Turf laid for new expanded open space area.◾️ New solar streetlights installed.◾️ New drinking fountains and outdoor showers installed at Bourne Avenue end of precinct.◾️ Landscaping and planting at Bourne Avenue end of precinct completed.Over the 2024-25 main Christmas and New Year school holiday period:◾️ There will be full vehicle access along Hughes Avenue, Beach Street and Bourne Avenue.◾️ New angle parking will be available for use.◾️ Access to the beach via the Bourne Avenue ramp will be fully open.◾️ Current amenities block will be fully available.◾️ Site restrictions will be in place with site fencing around the perimeter of the new lawn area.It is anticipated that works will stop over the Christmas period from Friday 20 December, and recommence Monday 13 January 2025. -

The project has been under development since the adoption of concept designs by Council of the East Beach Master Plan and associated concept design plans in 2019. The project secured State Government funding support for Stage 1, and Council have been working on final design plans, technical plans, construction plans, traditional owner engagement and procurement of contractors for works.
Council has diligently reviewed all aspects of the project to meet funding obligations including ensuring that the project still delivers the agreed outcomes required under the grant and other approvals. This has required some revision to scope without impacting on overall outcomes and project purpose. Key changes to design and scope include:
- Retention of current amenities block that will undergo a full refurbishment and upgrade to standards including a unisex, fully accessible toilet and shower, unisex family change room, new showers, toilets and internal fit out and refurbishment of the exterior.
- Removal of raised pavement area adjacent to amenities block (retain road level as is) and replacement with omnigrip surface – a durable, skid resistant coloured surfacing system that ensures visibly safe delineation and traffic calming.
- Reduction in range of various concrete path finishes and colours whilst retaining the footpath network and connections
- Reduction in bluestone crazy paving design treatments
Council is now in a position to proceed with the project which will be managed in-house through the Project Management Office in partnership with teams from construction, civil works, buildings and assets, and engineering.
Weather permitting, site set up will commence on Monday 16 September with first stage road works scheduled to start on Wednesday 18 September. First stage roadworks and realigned angle parking between the amenities block and Bourne Avenue are scheduled to be completed by early December.

This major milestone brings us one step closer to the East Beach improvement works including new lawn areas, footpath upgrades, picnic and seating areas, and new toilet amenities.
Next steps – public tender for construction opens in early-2024.

Following community feedback on the concept designs, a report with responses to the main concerns was presented to Councillors.
The approval of the concept designs means teams can now undertake necessary approvals, go through procurement process and complete detailed construction plans for the project.
Construction is expected to begin in March 2024, with Council aiming to carry out the construction works with a minimum disruption to the busy Summer period, and will stage the project to avoid major works during this period wherever possible.
