The Moyne Aquatic Facilities Strategy is set to inform Council’s approach to future investment and service provision in community aquatic facilities and recommend a staged implementation plan to guide future decisions.
Council has received community feedback on the Draft Aquatics Facilities Strategy 2026-2036, developed after specialist consultants LARCAN undertook a detailed analysis of data, needs and demands and conducting engagement with key stakeholders and the community.
Hard copies of the draft strategy and survey are available at Council customer service offices at Port Fairy and Mortlake.
Council expects customers to treat its staff with respect and courtesy. Council will not accept threatening or aggressive behaviour from customers towards staff.

6 May 2026. The Aquatics Facilities Strategy sets Council’s direction for future investment and service provision in aquatic facilities, supported by a staged implementation plan to guide decision-making over time.
Council is now seeking community feedback on the Draft Aquatics Facilities Strategy 2026–2036, which has been developed following detailed analysis of data, needs and demand, and engagement with key stakeholders and the community.

The Moyne Aquatic Facilities Strategy will provide clear direction for the future of aquatics provision in Moyne. The project will include a review of the 4 existing aquatic facilities in Moyne Shire including Hawkesdale, Macarthur, Mortlake, and Port Fairy (Belfast Aquatics), to understand the impact of the facilities on the community, the asset condition and future considerations and how aquatics provision can be delivered safely and sustainably into the future for the local community.
We want to hear from everyone — whether you are a regular and long-term user of the facilities, swim often, occasionally, or not at all. We’d like to understand the value of aquatic facilities to you and how they meet community needs, what barriers exist, and what would encourage more residents to enjoy aquatics facilities in the future. Your feedback is important to shape the long-term direction and strategy of aquatics in Moyne.
