What is the Aquatics Facilities Strategy?

    Many of pools managed by Council were installed in the 1960’s and 1970’s, therefore this is ageing infrastructure and requires a well-considered plan for future aquatic provision in the shire.

    The strategy will be an evidenced based approach to guide Council’s long-term planning, investment, management, and delivery of aquatic services across the aquatic facility portfolio, aligned to the Victorian Department of Treasury and Finance Investment Management Standard and recommend a staged implementation plan to guide future decisions.

    How is the project funded?

    A funding submission was made to the State Government for this strategy in 2023 that was unsuccessful. A second funding submission was submitted in March 2025 and successful funding was announced in June 2025.  Sport & Recreation Victoria awarded Council $35,000 to conduct this strategy and Council are matching this funding.

    Who will conduct the strategy?

    Following a request for quotes in October 2025 for qualified and experienced consultants, LARCAN consulting was appointed in November 2025. LARCAN has over 40 years combined experience in aquatics and leisure industry, with both lead consultants having experience in executive roles for Councils and leisure management providers.  

    LARCAN is IAP2 qualified engagement practitioners and has undertaken extensive community engagement processes as part of their work in formulating aquatic strategies, feasibility studies and operational reviews.

    How will Council keep the community informed about the strategy?

    The first round of engagement will include community drop-in sessions and online/paper surveys as well as round table meetings and workshops with key stakeholders and community cohorts.

    The draft strategy will be published on this Engage Moyne page for feedback in April 2026.

    A second round of engagement will occur in April 2026 including meetings and community sessions to provide feedback on the draft strategy.
