Ocean Drive update February 2025
Over the past few months, Moyne Shire Council has been working through a number of regulatory processes and site management of the footpath works commenced along Ocean Drive. The works have been on hold for a number of months whilst the Department of Premier and Cabinet conducts an investigation related to cultural heritage.
Following a number of site assessments, Councilors were provided with two options in relation to the Ocean Drive footpath works at the February 2025 Ordinary Council meeting. These options presented below, are based on cultural heritage regulatory requirements and processes, works planning and cost considerations.
- Discontinue the footpath project and commence the required cultural heritage permit process to remediate / rehabilitate the site along the total length of works; or
- Undertake a Cultural Heritage Management Plan to determine where, and how and if footpath works along Ocean Drive could / may proceed and adherence to regulatory requirements.
After careful consideration of cultural heritage regulations, planning requirements, and cost implications, Council resolved to discontinue the project and commence a cultural heritage permit process for remediation / rehabilitation of the works site from Mills Crescent to Phillip Street. Site remediation works cannot commence until the permit is approved. At this time, it is estimated the permit and works will take approximately 6 months. Council will have more clarity on the timeframe as the permit process progresses.
We acknowledge that the works site for property and beach access along Ocean Drive has been both disruptive and difficult for residents and visitors. Council has endeavoured to manage the site within the requirements of the cultural heritage investigation.
