Amended development plan - Warrnambool Caramut Road, Mailors Flat
Council has received an Amended Development Plan to be considered under the Development Plan Overlay, Clause 43.04 Schedule 2 (DPO2) of the Moyne Planning Scheme.
The purpose of the Development Plan Overlay is to guide the future development of the land. Requirements for the Development Plan are specified in the Schedule to this Overlay. Please see the link below:
SCHEDULE 2 SCHEDULE 2 TO CLAUSE 43.04 DEVELOPMENT PLAN OVERLAY Moyne Planning Scheme - Ordinance
The subject land is located at Warrnambool-Caramut Road, Mailors Flat and is described as Lot 1 TP600866.
Copies of the Development Plan documentation may be viewed on this page (see "Documents" on right hand side of page), or during office hours at the Moyne Shire Council, Princes Street, Port Fairy.
The Amended Plan submitted for approval seeks to include the following:
- Minor changes to future subdivision layout and lot sizes.
- ‘Future ‘light industrial’ development’ instead of ‘Commercial & or Residential, Future Community Facility and Future Neighbourhood Shops’ on the part of the site within the Township Zone.
- General location of where future light industrial buildings are proposed to be located.
- Existing building footprints and details on the site which have been approved since approval of the Development Plan.
Any comments or submissions in response to the Development Plan are invited to be received prior to 22 February 2026.

Please note the Development Plan is not a planning permit application. The notification of the Amended Development Plan is not a statutory process under the Planning and Environment Act 1987.
The opportunity to make comment on the proposed plan does not bestow the rights that are open to objectors under the Act, such as, the right to appeal (apply to the Victorian Civil and Administrative Tribunal to review) the decision made by Council regarding the Amended Development Plan. The purpose of the notification is to inform the community of the plan and allow Council to understand any views of the community.
Final consideration of the Development Plan and any submissions received will occur after the consultation period has closed.
Under the provisions of the Development Plan Overlay of the Moyne Planning Scheme, any future planning permit application must be generally in accordance with an approved Development Plan and will be exempt from notice and review.
